Biography
Oksana Markarova was appointed Ambassador of Ukraine to the United States and began her work in Washington on April 20, 2021.
In 2015–2020, she worked in the Ministry of Finance of Ukraine as First Deputy Minister and Government Commissioner for Investments, and since 2018 – as Minister of Finance of Ukraine. During her work at the Ministry, she co-authored the program of macroeconomic revival of Ukraine, carried out unprecedented fiscal consolidation, which led to the reduction of the GDP deficit to the level of 2% and the debt to GDP – below 50%, introduced medium-term budgeting, gender-oriented budgeting, and also successfully conducted negotiations , structured and coordinated the implementation of two programs of the International Monetary Fund and other programs of cooperation with international financial organizations. During her tenure, she and her team created the UkraineInvest investment promotion agency, the Ukrainian Startup Fund, and the eData ecosystem of public finance portals, including spending.gov.ua, openbudget.gov.ua, and the BOOST analytical tool, which opened up most of the data on public finances for the public and increased Ukraine’s position in all major international ratings of data transparency.
Prior to her career in public service, Ms. Markarova worked for 17 years in the field of direct investment and financial consulting, holding senior positions at the ITT investment group, Western NIS Enterprise Fund, Chemonics and the World Bank, and in 2020 she founded the electronic archive startup company Archidata .
In 2020, Oksana Markarova received the French National Order of Merit.
In 2022 – the Order of Princess Olga III degree.
In 2023, she was appointed Ambassador of Ukraine with simultaneous accreditation to Antigua and Barbuda.
